Arsenio Fernández Calatayud

President
Arsenio Fernández Calatayud – Chile

He has developed labor activities related to Technical Training since 1985, serving until 1997 as Director of successive establishments of Technical Education High Schools with specialty farming techniques, in the Liceo Agrícola de la Patagonia in Coyhaique, the agricultural school of Molina and Pascual Baburizza Agricultural Institute.

From 1998 until 2006 he assumed the function of Manager of Administration and Finance from Educational Corporation of the National Society of Agriculture, taking the responsibility of General Manager since 2007.

He has also developed public activities, and he served in the Ministry of Agriculture and the Ministry of the Interior of Chile, and in private as the Manager of a Fruit Company.

He graduated as an Agricultural Engineer at the Pontifical Catholic University of Chile in 1979, and has done graduate studies in Business Administration in Talca and Chile’s Catholic Universities. In 2015 he shared responsibilities in the creation of the WorldSkills Chile Foundation, of which he is President.

Maura Corporán Solano – Dominican Republic

Mrs. Corporán has 34 years experience in the field of Education and Training, of which 29 correspond to work at the National Training Institute (INFOTEP) Dominican Republic. During that period of time she has held eight (8) positions, from Technical level to Management. She currently serves as Manager of Standards and Technical Development.

Among the responsibilities of Mrs. Corporán is to advance the technology and teaching development projects, applied to vocational training, in this sense from this position she has been responsible for promoting and establishing the system of competency-based training and virtual training, national framework of qualifications for INFOTEP. Among the most recent projects is the involvement of INFOTEP in international technology events such as WorldSkills Americas, serving as a technical delegate at the 2010, 2012, 2014 and 2018 Competitions and in WorldSkills International 2013 and 2015. She is currently Vice Chairman of Education and Training of WorldSkills Americas.

She holds a Bachelors degree in Psychology, Masters degree in Public Administration and Education Sciences with specialization in Curriculum, Instruction and Technology. She has also held various national and international trainings such as Vocational Training, Training and Employment, Productivity, Quality Management, Project Management, Implementation of Information Technology and Communication Training and Systems Training and Competence Certification under Labor, national framework of qualifications, among others.

 

Roy Ramírez Quesada

Mr. Ramírez Quesada has 20 years of experience in Professional Technical Education and Training working in different positions at the National Learning Institute of Costa Rica (INA), ranging from teaching, coordination of technological management work processes, project management, to the work in the Technical Management and Executive Presidency.

Since 2014 he has been in charge of the international cooperation issues related to the process of accession of Costa Rica to the Organization for Economic Cooperation and Development OECD as a liaison and point of contact of INA in the Costa Rica team “Skills Beyond School Review of Costa Rica” and as a delegate to the OECD Group of Experts in Technical Education and Vocational Training. (GNEVET), but this approach has also led him to lead the WorldSkills processes and the K-Star cooperation program with HRD Korea.

He was a member of the Central Organizing Committee of INA´s Technical Olympiads in 2012, 2013, 2015 and co-leader for the aspects of design, logistics, infrastructure, and facilities.

He worked as Chief Expert in the Architectural Drawing Skill at the 2012 INA Technical Olympiads and as an interpreter in WorldSkills Sao Paulo 2015 and WorldSkills Abu Dhabi 2017.

As of May 2018, he becomes the Technical Delegate of WorldSkills Costa Rica designing and leading the new INA-WorldSkills strategy which is proposed as an integral process of change in the approach and purpose of Costa Rica’s relationship with WorldSkills seeking to transform this relationship and the opportunities that derive from it in an institutional strategy for the improvement of services and the technical growth of staff under international standards.

As for my professional profile, I can say that I am a systems engineer and have a master’s degree in administration.

I entered the National Learning Service (SENA) of Colombia in 1995, initially to work on the development and implementation of the entity’s apprenticeship information system. Later I had the wonderful opportunity to be a SENA instructor in the areas of computer networks, software development and maintenance of computer equipment.

In 2001 I went to the General Directorate, from where I participated for 10 years in the development and implementation of innovative projects of high impact for SENA such as virtual training, mobile and itinerant classrooms, the TecnoParques Network and the implementation of ICT tools for strengthening training processes in Colombia.

From 2010 and for 4 years, I was the Coordinator of the Technological Innovation Group for Vocational Training of SENA, which was assigned the leadership and management of the WorldSkills Colombia strategy in 2011, since which time I have been working the role of Technical Delegate of Colombia to WorldSkills Americas and WorldSkills International.

I am convinced that Skills competencies are a powerful tool to improve the quality of SENA training processes, allowing us to measure with peers from other countries, recognize best practices worldwide, identify cutting-edge technologies and visualize global trends from different knowledge sectors.

I also believe that the greatest impact and benefit comes from the opportunity to establish networks of contacts that allow to create synergies and develop collaborative work between the different member entities, thus providing the conditions to improve the quality of the training processes, providing to the productive sector apprentices of high quality and relevance, to support the growth and competitiveness of the productive sector of our countries and strengthen their incorporation into the global economic dynamic.

 

Dario Walcott

Dario Walcott – Barbados

Dario Walcott has been working in Education and Training since 2013 when he joined the TVET Council (TVETC) Barbados as a Technical Officer. TVETC is the government agency which is mandated to plan, coordinate and establish standards and qualifications for the national Technical and Vocational

Education and Training (TVET) system in Barbados.

However, Dario’s background is in Accounting in which he possesses a Bachelor’s Degree. Since crossing fields to Education and Training he has earned a Caribbean Vocational Qualification (CVQ) Level 4 in Assessment and is a certified Assessor. Dario is also a trained as an Internal and an External Verifier. He has also completed Developing a Curriculum (DACUM) and Systematic Curriculum and Instructional Development (SCID) training with Ohio State University, USA, as well as Recognition of Prior Learning (RPL) Certification with Red River College, Canada. He is currently working towards a MBA in Leadership and Innovation with Edinburgh Napier University, Scotland.

In 2016, Dario became the Chair of the Local Organising Committee (LOC) for WorldSkills Barbados (WSB) and has successfully led two national competitions. Dario was also named Technical Delegate in 2016 and has participated in WorldSkills International events since then. He was Jury President in 2017 at WorldSkills Abu Dhabi and Competitions Committee Delegate in 2019 at WorldSkills Kazan.

He is currently President of WORLDSKILLS ARGENTINA and head of GLOBAL LABOR Employment and Vocational Training Consultant. In his long career he has been Assistant Secretary of Vocational Training of the Ministry of Labor, Employment and Social Security of the Nation where he had the responsibility to propose, administer, supervise and execute at the national level and in a coordinated manner with the provincial authorities, policies, plans, Vocational Training programs and actions necessary to meet the staffing needs of Organizations and Companies, and develop the necessary skills for integration and maintenance in the world of employment and work.

He is a member of the Council of Experts of the Ministry of Social Development of the Argentine Republic on Vocational Training.

During 2018 he was a counselor of the S.O.E.M.E. union, which in just 365 days materialized a surplus of 240 million pesos, the regularization of all its workers, the enhancement of all its buildings and before reaching one year of its designation, in its role as judicial auditor requested the call to elections.

He is a lawyer graduated from the University of Buenos Aires, specialist in Contentious Law and Labor Law, with a strategic look at the resolution of complex collective conflicts.

He is an expert in International Labor Standards, with a diploma awarded by the I.L.O (Cartagena Colombia).

He has a Master’s Degree in Labor Law and International Labor Relations from the Tres de Febrero University; as well as a Specialization in Labor Law and Risk Factor Prevention granted by the ILO (Turin, Italy), and a Specialization for Latin American Experts in Labor Relations of the University of Castilla-La Mancha (Spain).

Likewise, since 2013 he has been a member of the SOLVE / Trainer Program of the International Labor Organization; and in 2014 he was part of the International Labor Law Standards course, taught by the ILO.

He worked in the Chiodo & Asociados Studies; Zang, Bergel and Viñes; Bulló, Tassi, Estebenet, Lipera and Torassa; and Marval, O’Farrell & Mairal.

Since 2010 he founded and is the owner of the Reinke Study, from which he provided contentious advice on labor policies in the field of Collective and Individual Law; advice to companies and unions in legal matters and vocational training.

 

Vinicio Morales

He has worked with vocational training for 26 years, starting with the design and production of written, audio and video educational material and educational models. He was in charge of the Multimedia Center and Design of General Programs in Technical Division of INTECAP. He was responsible for the Image, Publicity and Communications of the INTECAP during 8 years and is currently responsible for the international relations of the INTECAP, in Guatemala.

In WorldSkills he has been the Official Delegate and has coordinated internal competitions of Guatemala.

In the personal field of work he is an architect and has a degree in Art, being the author, director and professor of dramatic art with multiple national awards. He developed the curriculum of the course in the specialties of Graphic Design degree in Multimedia and Editorial on the Third centennial Universidad de San Carlos de Guatemala. He values deeply knowledge management, as well as the Ethical, Moral and Professional Values in Vocational Training.

 

Roberto Monteiro Spada

Roberto Monteiro Spada – Brazil

He has been working with vocational training system since 1974 as a teacher, coordinator, curriculum planning division manager, principal of a technical school and as Technical Director of SENAI – São Paulo, Brazil where he was in charge of 160 vocational training units including apprenticeship and technical and technological levels which represent about 863,000 enrolments per year. He is currently Director of External Relations of SENAI – São Paulo.

His experience includes 16 international, 4 Americas, 11 national Brazilian and 11 São Paulo regional competitions. In WorldSkills International, he was the Brazilian Technical Delegate from 1998 until 2009, and has held the position of Jury President in many skills for several Competitions. He became Vice President Special Affairs for term from 2007 to 2011 and was re-elected for a second term from 2012 to 2015.

He has collaborated with WSI in auditing activities of the competitions.

For WorldSkills Americas he was elected as Chief Executive Officer. He has a degree in Mathematics, Physics and has a specialization in Quality of Education as well as Automation Manufacturing.
